correcting

${installer.dir} is NOT the root folder. It is the installer folder inside
the root folder.

<property name="installer.dir" value="${basedir}/installer"/>

So InstallSpec.xml is in ${installer.dir}/spec and HTMLInfoPanel.info and
HTMLLicencePanel.licence resorces are in ${installer.dir}/base
