[izpack-users] no shortcuts created using automated installscript

Oh Sorry!

It seems so, that my last Linux-Root ShortcutCreation implementation has 
disabled the Win32 automated shortcut creation.

Thank you for this hint!

I will fix it this weekend. - It must be work in the 3.9 final!
