I will fix that before M2. It had been switched to raw five months ago because
in development mode, it significantly speeds up the installer packaging. I will
restore bzip2 starting from M2.

As for the commit policy is concerned, we commit fixes to branch-3.9, and merge
back to trunk. If people have new features, they must go in trunk from now.
That's just good old branches managing ;-)
