[izpack-devel] Setting file owner and permission in IzPack ...

At worst, you can use:
<res id="AntActionsSpec.xml"
         src="yourAntActionsSpec.xml"/>
and have the ant scripts to run a shell script which does what you want. 
I am not sure how exactly, but this should be possible with ant alone.
