I meen not the langpacks with missing key/value pairs else the
corrupted.
On my environement it is not possible to convert ukr.xml else the
following
exception will be thrown:

[Fatal Error] :8:47: Invalid byte 2 of 2-byte UTF-8 sequence.
...
org.xml.sax.SAXParseException: Invalid byte 2 of 2-byte UTF-8 sequence.

If you look into the file it seems so, that there are more than one
non-utf-8 chars.
I have a secound file named uka.xml in the langpack dir which contains
the
same as ukr.xml. I vote to do not use both.

In fra.xml and swe.xml there are also, but little bugs in it. In the
moment
I have no connection to SVN. I will fix it if SVN works again.
